Russia’s defense industry has completed tests of a new flying command center capable of maintaining full control over the country’s armed forces in the event of a global disaster or nuclear war. Russia and the US are the only two nations to possess a command center of this kind.
The airborne strategic command center aboard an Ilyushin Il-80 aircraft, a modification of the Il-86 wide-body jet airliner, has successfully completed testing and will be ready for operations by the end of 2015, Russia’s United Instrument Manufacturing Corporation (UIMC) said.
The operational deployment of the airborne center is indispensable in situations when there is an absence of ground infrastructure, and in conditions where communications from ground facilities have been disrupted.

The Il-80 carries on board senior generals, an operational team of staff officers, and a crew of technicians who maintain the aircraft’s special equipment.

“While [command] installations with known ground positions could be eliminated, an airborne command post is a target hard to disable because it shifts continuously. The Americans call this type of aircraft “doomsday planes,” Komyakov explained.
The primary task of “doomsday” planes is “establishing [communications] networks in extremely unfavorable circumstances, with ground infrastructure missing or destroyed,” Komyakov said.
The UIMC is already conducting design engineering works for construction of a strategic airborne command center of the next generation, although a timeframe for the project has not been publicly specified.

Nationalist leader calls for 19th century Russian victory over Turkey to be made national holiday
The leader of the nationalist Liberal Democrats party (LDPR) has proposed that Russia commemorate as a public holiday the anniversary of a 1853 Russian naval victory in which the Turkish navy was destroyed.
“The annihilation of the Turkish navy squadron in the Sinop Harbor is the day of our military glory… It was Admiral Nakhimov’s greatest battle. Let’s show the film about this, let’s raise the spirits of our citizens. Let’s recall all 12 wars in which we have beaten the Turks,” the LifeNews website quoted LDPR leader Vladimir Zhirinovsky as saying in Tuesday’s State Duma session.
Russia currently marks November 30, the anniversary of the Battle of Sinop, as a day of military glory, but not as a national holiday.
The LDPR leader also commented on the news that Turkish border guards have started detaining Russian ships passing through the Bosporus Straits for extensive checks.
“I would like to remind Turkey that when they announced their intention to close the straits in times of the USSR, Soviet Foreign Minister Andrey Gromyko declared that all that the Russian ships would need to get through the straits were a few salvos of missiles that would make two additional exits into the Mediterranean,” Zhirinovsky told MPs.
He noted that after these words, Istanbul had never attempted to threaten Russia with a blockade again. Zhirinovsky proposed that Russia’s Foreign Ministry make a similar statement now.
Zhirinovsky and his party have made various anti-Turkish statements in recent days. Other initiatives included the appeal to Russian citizens to stop buying Turkish food products. “By eating a Turkish tomato you support terror,” the party posted on its website. Last week, Zhirinovsky spoke on Moscow Calling radio and proposed to destroy Istanbul with an artificial tsunami caused by an underwater nuclear explosion.
Zhirinovsky also recalled that his anti-Turkish sentiments were much older than the current political crisis. On his Twitter account, the politician wrote that he warned Russia against building a nuclear power station in Turkey five years ago. “I said back then that we were raising a monster near our southern borders. And now we raised it,” he wrote.

‘Too dumb’: Ex-US intelligence chief blames Iraq War, poor strategy for rise of ISIS . . .
The former commander of US Special Forces in Afghanistan and Iraq said that without the Iraq war, the Islamic State wouldn’t exist today, according to the German newspaper Der Spiegal. He also blamed a poor emotional response to the 9/11 attacks.
“First we went to Afghanistan, where al-Qaeda was based, then we went to Iraq,” Flynn told the newspaper in an interview. “Instead of asking ourselves why the phenomenon of terror occurred, we were looking for locations. This is a major lesson we must learn in order not to make the same mistakes again.”
General Flynn, who served in the US Army for more than 30 years, was stationed in Afghanistan and Iraq from 2004 to 2007. He said he regretted his role in the Iraq war and said the terrorist attacks on 9/11 led the US to create disastrous military polices. The US invaded Iraq after administration officials – including President George W. Bush, Vice President Dick Cheney, and Secretary of State Colin Powell – presented false intelligence about Saddam Hussein’s weapons of mass destruction program and alleged links to Al-Qaeda.

Let’s go get them,’” said Flynn. “Instead of asking why they attacked us, we asked where they came from. Then we strategically marched in the wrong direction.”

Before his retirement, Flynn served as director of the Defense Intelligence Agency and as an assistant director of national intelligence inside the Obama administration. “There were all kinds of strategic and tactical warnings and lots of reporting. And even the guys in the Islamic State said they were going to attack overseas. I just don’t think people took them seriously,” Flynn told Spiegel. “…The change that I think we need to be more aware of is that, in Europe, there is a leadership structure. And there’s likely a leader or a leadership structure in each country in Europe. The same is probably similar for the United States, but just not obvious yet.”
Flynn said that in Osama Bin Laden’s writings, the Al-Qaeda leader described how the terror group was becoming more dispersed, more diffuse, and operating in smaller units.
Flynn said the difference between Al-Qaeda and Islamic State is the number of fighters they command, where they come from, and how they are attracting fighters. Al-Qaeda at its peak was recruiting about 150 fighters a month from a dozen countries, whereas IS is bringing in 1,500 fighters from 100 nations, and using digital communication “to strengthen the attraction of their ideology.”
Flynn thinks airstrikes alone won’t succeed and troops on the ground are inevitable. The overall strategy should be to take away IS territory by hunting down its leaders, blocking their financial operations, and creating a cooperative plan with stakeholders like Russia and the United Nations. He said it would take years to do so, but once security and stability is brought to the area, it will be possible to bring back the refugees.
